Some opinions of pretty decent x-pipes, exhaust systems that give an actual horsepower torque gain. I know that a lot of people choose the more expensive types like BBK, SLP, Magnaflow, Pypes. Some which are quite cheaper like Flowtech, Pacesetter. And a couple I just have no idea about like Dynomax and Hedman. I really want to get an exhaust system that will last a lot longer, so I won't go for Pacesetter and Flowtech because I know people say they are crap. Anyone know what brand I can get for cheap price, maybe around 600-800. Figuring most catted x-pipes will go for 300+, and dual exhausts go for 300+ as well. Also let me know how they perform if you know something about it.
I have an '05 Grand Marquis with glasspack exhaust system. What would happen if I put a Super Delta 44 Muffler and a Magnaflow/Flowmaster Catalytic Converter on it? It has single, NOT dual exhaust! I want more of a rumble and with just the glasspacks I don't feel like I am getting all the sound I want. Also, it has the 4.6 V8
I did some research and found out removing catalytic converters are illegal unless under certain siutations?
If my converter is working but I do fulfill the requirement that it is over 50,000 miles (it has 120,000) can I legally replace my converter even though it is working correctly?

say I have a 1988 IROC Camaro with the original 350 in it. With it I have MAC Headers & y-pipe and a 3" Magnaflow cat-back. Would I be able to put a 383 stroker Crate engine w/ 475 HP in it without changing the headers and exhaust?
And would I have to do any other modifications to put a Blower on the 383?
does a flow-master of magnaflow sound ok on a 3.8 liter v6. my son wants it for his camaro and i'm afraid it will sound like a pregnant bumble bee. he thinks it will sound like the flow-masters on my truck. i've seen the complete systems for $400 and i have seen the mufflers for about $70.needless to say i'm not getting the $400 system. any help would be appreciated.

im looking at ghl 2.5 turbo back and the magnaflow 2.5 turbo back. the magnaflow is definitely cheaper but is it quieter or louder? im looking for a "deep quiet idle" thats close to stock but not quite. i think both have a resonator along with muffler and the cat con.

How much horsepower will I get out of some of the stuff i want to do to my truck? I'm going to put a 40 series flowmaster on it running it to a magnaflow dual exhaust system. Put a cold air intake in it and chip it.
are the magnaflow magnapacks any louder than the regular magnaflow or do they juz have a different tone to them? I found a shop that only has regular magnaflow and they will only charge me 250 and if there isnt a big difference then i will go ahead and get them. I have a 02 GT by the way.
I want to put a magnaflow muffler on my mazda3. i was looking into full catback systems, but I just can't afford it right now. One of my friends says it will just sound like crap if i don't get the full system, but research tells me ill still get the same sound, but without the performance. I want a nice sound, (not a fart can sound). I just don't have the money for the full exhaust system.
I already have a cat-back exhaust system so that isn't a issue, its just my muffler went and i need a new one, but I don't want a fart can and i want it to sound good at open throttle and not to loud at idle.. I was thinking about a MagnaFlow 14851..
Hi, My friend has a 1999 Mazda Miata, and they want to change out the stock exuast system and add a performance one. Now, there looking for a more agressive rumble/growl from whatever new setup they purchase. Question is, what do you all think is the best Performance Exaust System to buy for this Miata to give it that tone there looking for. Nothing whimpy or sounding like a fart can type stuff please...Needs to be more adult oriented. If you guys could help me in finding a good system for them that would be great...I figured something like Flowmaster, Magnaflow, or Borla...but wanted to get your opinions...thanks!!!

There's also a block heater, meaning you can plug the engine into an outlet to keep the block warm.

I am considering buying a 1973 ford thunderbird. It ahs the 460 big block and is a deep blue colour. What would be smarter, restore it to classic or Restomod it? If i was to restomod it was thinking of putting a holly 850 cfm carb, 0.0030 overbore, painting it a blue pearlescent, 235/70/15R firestones up front 255/60/17R firsetones in the back, magnaflow 44 series exhaust, Some descent rims, a customized suspension system, tinting the windows with a 50% black tint, and customising the interior. Would that raise the value? I could do either but what would make it worth more?

I just bought a used 2001 Dodge Ram 1500 Regular Cab pickup on the 12th of this month. And it has aftermarket dual cat-back exhaust installed on it. The dealer didn't even know the brand of exhaust either. And I was wondering if there's any way I can identify what kind of exhaust it is by a stamping on the muffler or something?
I looked under the truck already, and the muffler does not have any brand name like Magnaflow stamped on it at all.

I have a '97 ford F-150 supercab 4x4. It's got the 4.6L 2 valve. I believe its towing capacity is about 5000 lbs.
I don't tow often enough to go spend money on a new truck so I'd like to make a few modifications to the one I have now. Currently it has a 3.55 limited slip axle ratio. I'm guessing that if I put 3.73 limited slips in it will increase the capacity a bit.
What are some other relatively easy mods I can install to get the max towing capacity of my truck? Replacing the shocks and leaf springs maybe?
I'm not looking to spend a ton. I just want to be able to pull my tractor where it needs to be without a problem.
I know I could probably do that now but I would be exceeding the towing capacity. I'd like to bump it up to 6000-6500 Lbs. That would be ideal for me.
I also don't want to kill my gas mileage.
If it helps the truck has just over 100,000 miles on it, headers, computer programmer, and hopefully soon it will have a Magnaflow cat-back exhaust system and an S&B cold air intake.

It should be fine. So if I upgrade my tranny cooler and get some helper leaf springs I should be good to go and two about 6000-6500 Lbs?
And I don't have a trailer with trailer brakes.

Alrighty then. I looked in the manual and it said my towing capacity was 6600. I got confused with the weight the stock class 2 hitch could take. I'm going to put a class IV hitch on it. Would it be in the same place as the stock hitch? And could I still use the power port?

i am wondering because i was on the magnaflow website listening to the sound previews of the exhaust systems for subaru impreza wrx models, but there is no sound preview for a normal impreza. so i am wondering if a normal impreza would sound the same as a wrx?
I own a 95 Pontiac Firebird and I want to fix it up. It has about 100,000 miles and what I was thinking of doing is rebuilding the engine before I put in any sort of performance parts. Everything in the car is stock, and I'm worried that I would need a new transmission if I can get 300hp out of the V6. Reading online the 3.4L V6 performs @ 160hp/200 lb. ft. Parts I have in mind putting in was a Magnaflow dual exhaust system and an intake for sure. But I was looking into supercharging it but I don't want a whole lot of power I'm looking from anywhere to 250-300hp/250-350lb. ft. no less or more. What would be the cheapest way (money wise) to go about doing this? Any suggestions? Prices? Anything can help. Thanks.

I hear good things from everyone about flowmaster but i cant find one that will be a custom fit and i dont really want to pay for an install i have a 98 jeep wrangler gibson and magnaflow have custom fits but i dont know how good they are

im looking at ghl 2.5 turbo back and the magnaflow 2.5 turbo back. the magnaflow is definitely cheaper but is it quieter or louder? im looking for a "deep quiet idle" thats close to stock but not quite. i think both have a resonator along with muffler and the cat con.

How much horsepower will I get out of some of the stuff i want to do to my truck? I'm going to put a 40 series flowmaster on it running it to a magnaflow dual exhaust system. Put a cold air intake in it and chip it.
are the magnaflow magnapacks any louder than the regular magnaflow or do they juz have a different tone to them? I found a shop that only has regular magnaflow and they will only charge me 250 and if there isnt a big difference then i will go ahead and get them. I have a 02 GT by the way.
I want to put a magnaflow muffler on my mazda3. i was looking into full catback systems, but I just can't afford it right now. One of my friends says it will just sound like crap if i don't get the full system, but research tells me ill still get the same sound, but without the performance. Hi, My friend has a 1999 Mazda Miata, and they want to change out the stock exuast system and add a performance one. Now, there looking for a more agressive rumble/growl from whatever new setup they purchase. Question is, what do you all think is the best Performance Exaust System to buy for this Miata to give it that tone there looking for. Nothing whimpy or sounding like a fart can type stuff please...Needs to be more adult oriented. If you guys could help me in finding a good system for them that would be great...I figured something like Flowmaster, Magnaflow, or Borla...but wanted to get your opinions...thanks!!!

I am considering buying a 1973 ford thunderbird. It ahs the 460 big block and is a deep blue colour. What would be smarter, restore it to classic or Restomod it? If i was to restomod it was thinking of putting a holly 850 cfm carb, 0.0030 overbore, painting it a blue pearlescent, 235/70/15R firestones up front 255/60/17R firsetones in the back, magnaflow 44 series exhaust, Some descent rims, a customized suspension system, tinting the windows with a 50% black tint, and customising the interior. Would that raise the value? I could do either but what would make it worth more?

I just bought a used 2001 Dodge Ram 1500 Regular Cab pickup on the 12th of this month. And it has aftermarket dual cat-back exhaust installed on it. The dealer didn't even know the brand of exhaust either. And I was wondering if there's any way I can identify what kind of exhaust it is by a stamping on the muffler or something?
I looked under the truck already, and the muffler does not have any brand name like Magnaflow stamped on it at all.

I have a '97 ford F-150 supercab 4x4. It's got the 4.6L 2 valve. I believe its towing capacity is about 5000 lbs.
I don't tow often enough to go spend money on a new truck so I'd like to make a few modifications to the one I have now. Currently it has a 3.55 limited slip axle ratio. I'm guessing that if I put 3.73 limited slips in it will increase the capacity a bit.
What are some other relatively easy mods I can install to get the max towing capacity of my truck? Replacing the shocks and leaf springs maybe?
I'm not looking to spend a ton. I just want to be able to pull my tractor where it needs to be without a problem.
I know I could probably do that now but I would be exceeding the towing capacity. I'd like to bump it up to 6000-6500 Lbs. That would be ideal for me.
I also don't want to kill my gas mileage.
If it helps the truck has just over 100,000 miles on it, headers, computer programmer, and hopefully soon it will have a Magnaflow cat-back exhaust system and an S&B cold air intake.

Alrighty then. I looked in the manual and it said my towing capacity was 6600. I got confused with the weight the stock class 2 hitch could take. I'm going to put a class IV hitch on it. Would it be in the same place as the stock hitch? And could I still use the power port?

I own a 95 Pontiac Firebird and I want to fix it up. It has about 100,000 miles and what I was thinking of doing is rebuilding the engine before I put in any sort of performance parts. Everything in the car is stock, and I'm worried that I would need a new transmission if I can get 300hp out of the V6. Reading online the 3.4L V6 performs @ 160hp/200 lb. ft. Parts I have in mind putting in was a Magnaflow dual exhaust system and an intake for sure. But I was looking into supercharging it but I don't want a whole lot of power I'm looking from anywhere to 250-300hp/250-350lb. ft. no less or more. What would be the cheapest way (money wise) to go about doing this? Any suggestions? Prices? Anything can help. Thanks.

What causes global warming?
Carbon dioxide and other air pollution that is collecting in the atmosphere like a thickening blanket, trapping the sun's heat and causing the planet to warm up. Coal-burning power plants are the largest U.S. source of carbon dioxide pollution -- they produce 2.5 billion tons every year. Automobiles, the second largest source, create nearly 1.5 billion tons of CO2 annually.
Here's the good news: technologies exist today to make cars that run cleaner and burn less gas, modernize power plants and generate electricity from nonpolluting sources, and cut our electricity use through energy efficiency. The challenge is to be sure these solutions are put to use.
Is the earth really getting hotter?
Yes. Although local temperatures fluctuate naturally, over the past 50 years the average global temperature has increased at the fastest rate in recorded history. And experts think the trend is accelerating: the 10 hottest years on record have all occurred since 1990. Scientists say that unless we curb global warming emissions, average U.S. temperatures could be 3 to 9 degrees higher by the end of the century.
Are warmer temperatures causing bad things to happen?
Global warming is already causing damage in many parts of the United States. In 2002, Colorado, Arizona and Oregon endured their worst wildfire seasons ever. The same year, drought created severe dust storms in Montana, Colorado and Kansas, and floods caused hundreds of millions of dollars in damage in Texas, Montana and North Dakota. Since the early 1950s, snow accumulation has declined 60 percent and winter seasons have shortened in some areas of the Cascade Range in Oregon and Washington.
Of course, the impacts of global warming are not limited to the United States. In 2003, extreme heat waves caused more than 20,000 deaths in Europe and more than 1,500 deaths in India. And in what scientists regard as an alarming sign of events to come, the area of the Arctic's perennial polar ice cap is declining at the rate of 9 percent per decade.
Is global warming making hurricanes worse?
Global warming doesn't create hurricanes, but it does make them stronger and more dangerous. Because the ocean is getting warmer, tropical storms can pick up more energy and become more powerful. So global warming could turn, say, a category 3 storm into a much more dangerous category 4 storm. In fact, scientists have found that the destructive potential of hurricanes has greatly increased along with ocean temperature over the past 35 years.
Is there really cause for serious concern?
Yes. Global warming is a complex phenomenon, and its full-scale impacts are hard to predict far in advance. But each year scientists learn more about how global warming is affecting the planet, and many agree that certain consequences are likely to occur if current trends continue. Among these:
Melting glaciers, early snowmelt and severe droughts will cause more dramatic water shortages in the American West.
Rising sea levels will lead to coastal flooding on the Eastern seaboard, in Florida, and in other areas, such as the Gulf of Mexico.
Warmer sea surface temperatures will fuel more intense hurricanes in the southeastern Atlantic and Gulf coasts.
Forests, farms and cities will face troublesome new pests and more mosquito-borne diseases.
Disruption of habitats such as coral reefs and alpine meadows could drive many plant and animal species to extinction.
Could global warming trigger a sudden catastrophe?
Recently, researchers -- and even the U.S. Defense Department -- have investigated the possibility of abrupt climate change, in which gradual global warming triggers a sudden shift in the earth's climate, causing parts of the world to dramatically heat up or cool down in the span of a few years.
In February 2004, consultants to the Pentagon released a report laying out the possible impacts of abrupt climate change on national security. In a worst-case scenario, the study concluded, global warming could make large areas of the world uninhabitable and cause massive food and water shortages, sparking widespread migrations and war.
While this prospect remains highly speculative, many of global warming's effects are already being observed -- and felt. And the idea that such extreme change is possible underscores the urgent need to start cutting global warming pollution.
What country is the largest source of global warming pollution?
The United States. Though Americans make up just 4 percent of the world's population, we produce 25 percent of the carbon dioxide pollution from fossil-fuel burning -- by far the largest share of any country. In fact, the United States emits more carbon dioxide than China, India and Japan, combined. Clearly America ought to take a leadership role in solving the problem. And as the world's top developer of new technologies, we are well positioned to do so -- we already have the know-how.
How can we cut global warming pollution?
It's simple: By reducing pollution from vehicles and power plants. Right away, we should put existing technologies for building cleaner cars and more modern electricity generators into widespread use. We can increase our reliance on renewable energy sources such as wind, sun and geothermal. And we can manufacture more efficient appliances and conserve energy.
Why aren't these technologies more commonplace now?
Because, while the technologies exist, the corporate and political will to put them into widespread use does not. Many companies in the automobile and energy industries put pressure on the White House and Congress to halt or delay new laws or regulations -- or even to stop enforcing existing rules -- that would drive such changes. From requiring catalytic converters to improving gas mileage, car companies have fought even the smallest measure to protect public health and the environment. If progress is to be made, the American people will have to demand it.
Do we need new laws requiring industry to cut emissions of global warming pollution?
Yes. The Bush administration is promoting an initiative in which energy companies cut emissions only if they choose to do so. As the past 10 years have clearly shown, though, voluntary programs do not stop the growth of emissions. Proposals to cap emissions of carbon dioxide and other heat-trapping pollutants from America's largest sources -- power plants, industrial facilities, and transportation fuels -- are gaining support in Congress.
Stricter efficiency requirements for electric appliances will also help reduce pollution. One example is the 30 percent tighter standard now in place for home central air conditioners and heat pumps, a Clinton-era achievement that will prevent the emission of 51 million metric tons of carbon -- the equivalent of taking 34 million cars off the road for one year. The new rule survived a Bush administration effort to weaken it when, in January 2004, a federal court sided with an NRDC-led coalition and reversed the administration's rollback.
Is it possible to cut power plant pollution and still have enough electricity?
Yes. First, we must use more efficient appliances and equipment in our homes and offices to reduce our electricity needs. We can also phase out the decades-old, coal-burning power plants that generate most of our electricity and replace them with cleaner plants. And we can increase our use of renewable energy sources such as wind and sun. How can we cut car pollution?
Cost-effective technologies to reduce global warming pollution from cars and light trucks of all sizes are available now. There is no reason to wait and hope that hydrogen fuel cell vehicles will solve the problem in the future. Hybrid gas-electric engines can cut global warming pollution by one-third or more today; hybrid sedans, SUVs and trucks from several automakers are already on the market.
But automakers should be doing a lot more: They've used a legal loophole to make SUVs far less fuel efficient than they could be; the popularity of these vehicles has generated a 20 percent increase in transportation-related carbon dioxide pollution since the early 1990s. Closing this loophole and requiring SUVs, minivans and pick-up trucks to be as efficient as cars would cut 120 million tons of carbon dioxide pollution a year by 2010. If automakers used the technology they have right now to raise fuel economy standards for new cars and light trucks to a combined 40 m.p.g., carbon dioxide pollution would eventually drop by more than 650 million tons per year as these vehicles replaced older models.

There are many simple steps you can take right now to cut global warming pollution. Make conserving energy a part of your daily routine. Each time you choose a compact fluorescent light bulb over an incandescent bulb, for example, you'll lower your energy bill and keep nearly 700 pounds of carbon dioxide out of the air over the bulb's lifetime. What causes global warming?
Carbon dioxide and other air pollution that is collecting in the atmosphere like a thickening blanket, trapping the sun's heat and causing the planet to warm up. Coal-burning power plants are the largest U.S. source of carbon dioxide pollution -- they produce 2.5 billion tons every year. Automobiles, the second largest source, create nearly 1.5 billion tons of CO2 annually.
Here's the good news: technologies exist today to make cars that run cleaner and burn less gas, modernize power plants and generate electricity from nonpolluting sources, and cut our electricity use through energy efficiency. The challenge is to be sure these solutions are put to use.
Is the earth really getting hotter?
Yes. Although local temperatures fluctuate naturally, over the past 50 years the average global temperature has increased at the fastest rate in recorded history. And experts think the trend is accelerating: the 10 hottest years on record have all occurred since 1990. Scientists say that unless we curb global warming emissions, average U.S. temperatures could be 3 to 9 degrees higher by the end of the century.
Are warmer temperatures causing bad things to happen?
Global warming is already causing damage in many parts of the United States. In 2002, Colorado, Arizona and Oregon endured their worst wildfire seasons ever. The same year, drought created severe dust storms in Montana, Colorado and Kansas, and floods caused hundreds of millions of dollars in damage in Texas, Montana and North Dakota. Since the early 1950s, snow accumulation has declined 60 percent and winter seasons have shortened in some areas of the Cascade Range in Oregon and Washington.
Of course, the impacts of global warming are not limited to the United States. In 2003, extreme heat waves caused more than 20,000 deaths in Europe and more than 1,500 deaths in India. And in what scientists regard as an alarming sign of events to come, the area of the Arctic's perennial polar ice cap is declining at the rate of 9 percent per decade.
Is global warming making hurricanes worse?
Global warming doesn't create hurricanes, but it does make them stronger and more dangerous. Because the ocean is getting warmer, tropical storms can pick up more energy and become more powerful. So global warming could turn, say, a category 3 storm into a much more dangerous category 4 storm. In fact, scientists have found that the destructive potential of hurricanes has greatly increased along with ocean temperature over the past 35 years.
Is there really cause for serious concern?
Yes. Global warming is a complex phenomenon, and its full-scale impacts are hard to predict far in advance. But each year scientists learn more about how global warming is affecting the planet, and many agree that certain consequences are likely to occur if current trends continue. Among these:
Melting glaciers, early snowmelt and severe droughts will cause more dramatic water shortages in the American West.
Rising sea levels will lead to coastal flooding on the Eastern seaboard, in Florida, and in other areas, such as the Gulf of Mexico.
Warmer sea surface temperatures will fuel more intense hurricanes in the southeastern Atlantic and Gulf coasts.
Forests, farms and cities will face troublesome new pests and more mosquito-borne diseases.
Disruption of habitats such as coral reefs and alpine meadows could drive many plant and animal species to extinction.
Could global warming trigger a sudden catastrophe?
Recently, researchers -- and even the U.S. Defense Department -- have investigated the possibility of abrupt climate change, in which gradual global warming triggers a sudden shift in the earth's climate, causing parts of the world to dramatically heat up or cool down in the span of a few years.
In February 2004, consultants to the Pentagon released a report laying out the possible impacts of abrupt climate change on national security. In a worst-case scenario, the study concluded, global warming could make large areas of the world uninhabitable and cause massive food and water shortages, sparking widespread migrations and war.
While this prospect remains highly speculative, many of global warming's effects are already being observed -- and felt. And the idea that such extreme change is possible underscores the urgent need to start cutting global warming pollution.
What country is the largest source of global warming pollution?
The United States. Though Americans make up just 4 percent of the world's population, we produce 25 percent of the carbon dioxide pollution from fossil-fuel burning -- by far the largest share of any country. In fact, the United States emits more carbon dioxide than China, India and Japan, combined. Clearly America ought to take a leadership role in solving the problem. And as the world's top developer of new technologies, we are well positioned to do so -- we already have the know-how.
How can we cut global warming pollution?
It's simple: By reducing pollution from vehicles and power plants. Right away, we should put existing technologies for building cleaner cars and more modern electricity generators into widespread use. We can increase our reliance on renewable energy sources such as wind, sun and geothermal. And we can manufacture more efficient appliances and conserve energy.
Why aren't these technologies more commonplace now?
Because, while the technologies exist, the corporate and political will to put them into widespread use does not. Many companies in the automobile and energy industries put pressure on the White House and Congress to halt or delay new laws or regulations -- or even to stop enforcing existing rules -- that would drive such changes. From requiring catalytic converters to improving gas mileage, car companies have fought even the smallest measure to protect public health and the environment. If progress is to be made, the American people will have to demand it.
Do we need new laws requiring industry to cut emissions of global warming pollution?
Yes. The Bush administration is promoting an initiative in which energy companies cut emissions only if they choose to do so. As the past 10 years have clearly shown, though, voluntary programs do not stop the growth of emissions. Proposals to cap emissions of carbon dioxide and other heat-trapping pollutants from America's largest sources -- power plants, industrial facilities, and transportation fuels -- are gaining support in Congress.
Stricter efficiency requirements for electric appliances will also help reduce pollution. One example is the 30 percent tighter standard now in place for home central air conditioners and heat pumps, a Clinton-era achievement that will prevent the emission of 51 million metric tons of carbon -- the equivalent of taking 34 million cars off the road for one year. The new rule survived a Bush administration effort to weaken it when, in January 2004, a federal court sided with an NRDC-led coalition and reversed the administration's rollback.
Is it possible to cut power plant pollution and still have enough electricity?
Yes. First, we must use more efficient appliances and equipment in our homes and offices to reduce our electricity needs. We can also phase out the decades-old, coal-burning power plants that generate most of our electricity and replace them with cleaner plants. And we can increase our use of renewable energy sources such as wind and sun. All the world now faces a test, and the United Nations a difficult and defining moment. Are Security Council resolutions to be honored and enforced, or cast aside without consequence? Will the United Nations serve the purpose of its founding, or will it be irrelevant?" We all know the outcome and the answer. 5. Told the Congress and the world, "America will never seek a permission slip to defend the security of our country."
Government Reform
1. Improved government efficiency by putting hundreds of thousands of jobs put up for bid. This weakens public-sector unions and cuts undeserved pay raises. 2. Initiated review of all federal agencies with the goal of eliminating federal jobs (completed September 2003) in an effort to reduce the size of the federal government while increasing private sector jobs. 3. Led the most extensive reorganization the Federal bureaucracy in over 50 years: After 9/11, condensed 20+ overlapping agencies and their intelligence sectors into one agency, the Department of Homeland Security.* 4. Ordered each agency to draft a five-year plan to restructure itself, with fewer managers. 5. Converted federal service contracts to performance-based contracts wherever possible so that the contractor has measurable performance goals.
Health
1. Strengthen the National Health Service Corps to put more physicians in the neediest areas, and make its scholarship funds tax-free. 2. Double the research budget of the National Institutes of Health. 3. Signed Medicare Reform, which includes:
A 10-year privatization option.
Prescription drug benefits: Prior to this reform, Medicare paid for extended hospital stays for ulcer surgery, for example, at a cost of about $28,000 per patient. Yet Medicare would not pay for the drugs that eliminate the cause of most ulcers, drugs that cost about $500 a year. Now, drug coverage under Medicare will allow seniors to replace more expensive surgeries and hospitalizations with less expensive prescription medicine.
More health care choices: As President Bush stated, "…when seniors have the ability to make choices, health care plans within Medicare will have to compete for their business by offering higher quality service [at lower cost]. For the seniors of America, more choices and more control will mean better health care. These are the kinds of health care options we give to the members of Congress and federal employees. What's good for members of Congress is also good for seniors.
New Health Savings Accounts: Effective January 1, 2004, Americans can set aside up to $4,500 every year, tax free, to save for medical expenses. Depending on your tax bracket, that means you'll save between 10 to 35 percent on any costs covered by money in your account. Every year, the money not spent would stay in the account and gain interest tax-free, just like an IRA. These accounts will be good for small business owners, and employees. More businesses can focus on covering workers for major medical problems, such as hospitalization for an injury or illness. At the same time, employees and their families will use these accounts to cover doctors visits, or lab tests, or other smaller costs. Some employers will contribute to employee health accounts. This will help more American families get the health care they need at the price they can afford.
Homeland Security, Border Enforcement & Immigration
1. *See Government Reform above. Under President Bush's leadership, America has made an unprecedented commitment to homeland security. 2. Has CONSTRUCTION in process on the first 10 ABM silos in Alaska so that America will have a defense against North Korean nukes. Has ordered national and theater ballistic missile defenses to be deployed by 2004. 3. Announced a 9.7% increase in government-wide homeland security funding in his FY 2005 budget, nearly tripling the FY 2001 levels (excluding the Department of Defense and Project BioShield). 4. Before DHS was created, there were inspectors from three different agencies of the Federal Government and Border Patrol officers protecting our borders. Through DHS, U.S. Customs and Border Protection (CBP) now consolidates all border activities into a single agency to create "one face at the border." This not only better secures the borders of the United States, but it also eliminates many of the inefficiencies that occurred under the old system. With over 18,000 CBP inspectors and 11,000 Border Patrol agents, CBP has 29,000 uniformed officers on our borders. 5. The Border Patrol is continuing installation of monitoring devices along the borders to detect illegal activity. 6. Launched Operation Tarmac to investigate businesses and workers in the secure areas of domestic airports and ensure immigration law compliance. Since 9/11, DHS has audited 3,640 businesses, examined 259,037 employee records, arrested 1,030 unauthorized workers, and participated in the criminal indictment of 774 individuals. 7. Since September 11, 2001, the Coast Guard has conducted more than 124,000 port security patrols, 13,000 air patrols, boarded more than 92,000 vessels, interdicted over 14,000 individuals attempting to enter the United States illegally, and created and maintained more than 90 Maritime Security Zones. 8. Announced the Student and Exchange Visitor Information System (SEVIS), an internet-based system that is improving America's ability to track and monitor foreign students and exchange visitors. Over 870,000 students are registered in SEVIS. Of 285 completed field investigations, 71 aliens were arrested. 9. This week, the US-VISIT program began to digitally collect biometric identifiers to record the entry and exit of aliens who travel into the U.S on a visa. Together with the standard information, this new program will confirm compliance with visa and immigration policies. 10. Eliminated INS bureaucratic redundancies and lack of accountability. 11. Split the Immigration and Naturalization Service into two agencies: one to protect the border and interior, the other to deal with naturalization. 12. Signed the workplace verification bill to prevent hiring of illegal aliens. 13. Established a six-month deadline for processing immigration applications. 14. Information regarding nearly 100% of all containerized cargo is carefully screened by DHS before it arrives in the United States. Higher risk shipments are physically inspected for terrorist weapons and contraband prior to being released from the port of entry. Advanced technologies are being deployed to identify warning signs of chemical, biological, or radiological attacks. Since September 11, 2001, hundreds of thousands of first responders across America have been trained to recognize and respond to the effects of a WMD attack.

I am addressing you at a key point in the history of our nation.
Today, exercising the powers vested in me by the Constitution, I submitted a reform proposal to Congress to make the best use of the potential of our petroleum industry and strengthen Petróleos Mexicanos.
Seventy years ago, General Lázaro Cárdenas' vision gave Mexico a future.
Today, it is up to all Mexicans to act with true patriotism, to make better use of our resources for the benefit of all Mexicans.
Mexico requires lofty goals and a vision of the future.
First of all, I would like to make it quite clear that petroleum is and will continue to belong exclusively to Mexicans. PEMEX will not be privatized. Petroleum is an emblem of national sovereignty and has been vital to the development of Mexico.
The initiative does not seek to privatize but rather to strengthen Petróleos Mexicanos.
Mexico is losing ground vis-à-vis international competition. PEMEX has dropped to 11th position after being one of the world's leading oil companies.
The causes are not only financial but mainly technological and operative. As a result, the country’s oil reserves are declining.
At current production rates, we have proven reserves for just over nine years of production. Production has fallen and we now extract 300,000 fewer barrels than 3 years ago.
This means that we have stopped receiving approximately $100 billion pesos annually, with which we could have quadrupled the Oportunidades Program budget, which supports the country’s poorest families.
Despite being an oil-rich country, four out of every ten liters of the gasoline we use in our cars comes from other countries, since PEMEX lacks the necessary capacity to refine petroleum.
The good news is that it is possible to increase the capacity to find new oil reserves, that it is possible to boost Petróleos Mexicanos’ production capacity for the country's benefit.
Fortunately, we have the capacity and the potential to adjust our course. We have workers who have provided proof of their capacity, responsibility and patriotism.
We have major inland seams and near the coasts but it is estimated that over half our potential reserves are in the deep waters of the Gulf of Mexico. We should take advantage of that wealth.
That is why the aim of the reform is for Mexico to have oil, not only for the next few years, but for future generations of Mexicans and for oil wealth to produce more well-being for all.
The initiative I sent Congress seeks to strengthen PEMEX by guaranteeing its status as a public firm at all times and guaranteeing Mexicans' exclusive ownership of oil and the company's control of exploration, drilling, exploitation and petrochemicals.
The initiative does not seek to modify the Constitution. It will guarantee that the company continues to belong to all Mexicans.
The principles proposed for reinforcing Petróleos Mexicanos are as follows:
First. I propose to give Petróleos Mexicanos the financial and managerial autonomy it requires to cope with new challenges as well as possible.
In particular, we wish to give PEMEX greater freedom as regards the handling of its budget and debt, so that it can re-invest any surplus in improving the firm. This will enable more resources to be allocated to new petroleum and gas exploration and production projects.
Second, and in conjunction with the above, the aim is to create a new administrative structure for Petróleos Mexicanos and give the firm greater powers of decision, administration and hiring so that it can have access to state-of-the-art technology and increase its capacity to implement projects.
In particular, the aim is to establish a special system for hiring, acquisitions and public works that is different from the rest of the government, which would allow the firm to be much more efficient.
Third. In order not to have to import gasoline, diesel and other products from abroad, as we do now, in other words, in order to reduce our dependence on foreign countries for refined petroleum products and to reinforce our energy sovereignty, the aim is to allow PEMEX to contract firms specializing in the construction and running of new refineries for Petróleos Mexicanos.
This will permit the creation of far more jobs, trigger regional development in places where new refineries are built, produce cleaner, environmentally friendly gasoline that will protect our families' health and totally eliminate Imports, in addition to reinforcing the national petrochemical industry.
This will enable much cheaper fertilizer to be produced in the country for people in the countryside.
I should point out that during this process, PEMEX will continue to own the country's oil and all the by-products obtained from it.

Imagine that last fall, before being elected, Barack Obama had outlined the positions he has embraced since being inaugurated. An honest campaign speech could have gone something like this:
"As we approach Election Day, the American people should not waste the crisis we find ourselves in.

Imagine that last fall before being elected, Barack Obama had outlined the positions he has embraced since being inaugurated as president. An honest campaign speech could have gone something like this —

“Consequently, if elected, I promise to get us over the Bush financial meltdown with a stimulus program that will borrow $787 billion - which, of course, will add to the already sizable budget deficit (nearly $500 billion) projected in the Bush administration's last budget.
“By March of next year, my new $3.6 trillion budget will include a spending bill with more than 8,500 budget earmarks to target in-need constituents.
“In addition to the stimulus/borrowing plan, I intend to devote $634 billion to fund a new supplementary national health-care system. But that is not all. Unfortunately, the initial Bush bank bailout of some $700 billion also may well have to be augmented by an additional $750 billion.

Petro-Canada to Sponsor Project Homeless Connect for 2009

CALGARY, ALBERTA, Feb 5, 2009 (Marketwire via COMTEX) -- Hundreds of homeless or near-homeless Calgarians will receive needed support through Project Homeless Connect (PHC) in 2009 due to the financial and in-kind support of Petro-Canada.

PHC is a one-day event, to be held four times in 2009, where homeless or near-homeless individuals and families are provided with many services in one location. In addition, hair-cuts, meals, clothing and comfort kits containing personal items are provided.

'Energy has enormous implications for our economy, our environment and our national security," President Bush said in proposing the plan. "We cannot let another year go by without addressing these issues together in a comprehensive and balanced package."
That was in June 2001 — more than seven years ago.
His words came just after he first proposed a comprehensive energy bill that included 105 separate steps the U.S. could take to boost its energy supplies. It was something he promised repeatedly while campaigning for the presidency in 2000. He kept his promise. His first plan included, among many other things:
• New drilling for more oil and gas and new refineries.
• Building of nuclear power plants.
• Revamping the U.S. electricity grid.
• $10 billion in tax breaks to help push energy efficiency and alternative energy.
The fact is, these are remarkably similar to the plans that economists, oil experts and energy wonks say need to be put in place today in order to end our oil crisis.
Yet, those proposals went nowhere — not approved in 2001, not in 2002, not in 2003, not ever. Bush tried repeatedly to get something through Congress. He pleaded. He tried to cut deals with Democrats. It didn't work.
A New York Times headline from August 20, 2003, sums it up: "Ambitious Bush Plan Is Undone by Energy Politics."
That's an understatement. Instead, Democrats ridiculed Vice President Cheney for meeting with oil industry representatives to craft U.S. energy policy — and for insisting on finding more oil.
They had no plan themselves, mind you — apart from massively expensive global warming initiatives that would force Americans to lower their standard of living to Third World levels by spending as much as $800 billion a year to cool Earth.
Yet, if Bush's plan had been put in place in 2001, we'd have replaced millions of barrels of oil, billions of tons of coal and untold trillions of acre feet of natural gas with clean, safe nuclear power.
We'd be pumping millions of barrels more of oil, creating thousands of American jobs, cutting prices and saving literally hundreds of billions of dollars every year —money that today goes to line the pockets of the Saudi royal family, Venezuelan petrotyrant Hugo Chavez, Libyan leader-for-life Muammar Qadhafi and Vladimir Putin's Russia.
When the Democrats took control of Congress in 2007, and oil was $50 a barrel and corn $2 a bushel, House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid promised an energy plan. We're still waiting for it. Today, crude oil is $134 and corn is $6.50.
It's pretty clear who's to blame: Congress. In fact, House and Senate Democrats have obstructed any progress in America's fight to regain some semblance of energy independence.
"Now is the time for Congress to move and get something done," President Bush said all the way back in August 2003. He's still waiting, and so are we.
Bush's original energy plan, derided by the Democrats and so-called progressives as a wet-kiss to Big Oil, was in fact a visionary plan. At the time, Reid joked that GOP now stood for "Gas, Oil and Plutonium." Funny, we don't hear anyone laughing now.
Such puerile shenanigans, as we've said before, endanger our security and weaken our standard of living.
Angry? You should be. Call your political representatives and tell them you want more energy, not less. If they won't do it, tell them you'll vote for someone who will.
Then maybe you'll really get change you can believe in

LOS ANGELES - From "green carpets" at awards shows to organic fruit
served to actors on sets, Hollywood is going all out to promote itself
as being environmentally hip.
But is it all just show?
No amount of public service announcements or celebrities driving
hybrid cars can mask the fact that movie and TV production is a gritty
industrial operation, consuming enormous amounts of power to feed
bright lights, run sophisticated cameras, and feed a cast of
thousands.
Studios' back lots host cavernous soundstages that must be air-
conditioned to counter the heat produced by decades-old lighting
technology. Huge manufacturing facilities consume wood, steel, paint
and plastic to build sets that are often torn down and tossed out
after filming ends.
The energy guzzling continues on the exhibition side, too, with
multiplexes drawing millions of kilowatts to power old-school popcorn
makers and clunky film projectors that cash-strapped theater owners
are reluctant to replace.
A two-year study released last year by the University of California at
Los Angeles concluded that special effects explosions, idling vehicles
and diesel generators make the entertainment industry a major Southern
California polluter, second only to the oil industry.
Still, financial and public pressures have resulted in many studios
expanding their environmental efforts, doing everything from using a
biodiesel fuel mixture to run the generators on the set of the Fox
show "24" to converting Warner Bros.' enormous set-building facility
to solar energy.
"Public consciousness on this issue has changed dramatically," said
Kyle Tanger, a principal at Clear Carbon Consulting. "The talent
themselves are requesting it from some of the studios. And a lot of
these things make economic sense."
Economic benefit can come to studios directly, by switching to more
efficient lighting or cooling systems or driving hybrid cars on
location, which can save gas. Other projects, such as installing solar
power, can take decades to pay off.
But there are other benefits that are harder to quantify. Besides the
public relations angle, many performers and other employees want to
work with eco-friendly companies, so it also helps in recruiting and
retaining employees, Tanger said.
Form and function merged at this year's Primetime Emmy Awards show.
To symbolize its commitment to energy conservation, Fox had wanted to
replace the traditional red carpet with a green one.
The tradition-bound Academy of Television Arts and Sciences, which
gives the awards, politely said "no."
But the carpet that ended up cushioning the heels of such stars as
Sally Field and America Ferrera was made from recycled plastic bottles
and later cut into pieces and donated to several local schools.
"No doubt some efforts have been window dressing. But I actually think
Hollywood is doing far more than people are giving it credit for,"
said Terry Tamminen, who served as an adviser to Gov. Arnold
Schwarzenegger before starting his own environmental consulting
company.
One convenient yet controversial method is the purchase of carbon
credits by studios and producers to offset the greenhouse gases from
their production activity. The credits attempt to counter such
pollution by investing in environmentally friendly projects such as
planting trees or funding wind power.
Studios and a growing number of other industries calculate their
emissions, then write a check to one of several brokers who funnel the
money to projects around the world. The goal is to become carbon
neutral by funding activities that reduce an equal amount of
emissions.
The 2004 Fox film "The Day After Tomorrow" and last year's Al Gore
documentary "An Inconvenient Truth" offset all or some of their
pollution. This year's "Evan Almighty," from Universal, donated money
to the Conservation Fund to plant 2,000 trees, enough to "zero out"
the greenhouse gases produced.
But the practice has come under fire by some who say it is an easy way
to avoid the hard work of directly reducing pollution. Others question
whether carbon credit payments are actually going to projects that
make that much of a difference.
"If you're going to drive around in a big ol' Hummer and then buy
carbon offsets to mitigate that, that's like getting drunk on the
weekends and throwing some money through the window of an AA meeting
and thinking you're doing something," said Ed Begley Jr., who was a
poster child for energy conservation long before Al Gore made it
trendy.
The Federal Trade Commission, meanwhile, has begun examining claims
made by the nascent multimillion-dollar carbon credit industry.
Warner Bros., which bought carbon credits for the 2005 film "Syriana,"
has also become more aggressive at reducing emissions during all
phases of production.
In addition to solar-powered set-building, the studio is recycling
sets, using recycled plastic lumber in the construction of some
buildings, and printing double-sided scripts where feasible.
Pieces built for the 2001 film "Ocean's 11" now sit in the Santa
Monica offices of the National Resources Defense Council. Sets from
this year's sequel "Ocean's 13" were donated to decorate the halls of
local community colleges.
"You have to start by measuring your own footprint, then reducing it,
whether through using alternative fuels, reducing electrical loads or
combining trips," said Shelley Billick, vice president of
environmental initiatives at Warner Bros. Entertainment. "It's too
easy to write a check, pay thousands of dollars and say, 'I'm climate
neutral.'"
Last year, Fox parent News Corp. set a goal of being carbon neutral by
2010.
To further that goal, Fox Broadcasting chose its popular "24" series
as a case study and to serve as a model for other television
productions.
Diesel generators that power the show's lighting were switched to a
mixture that uses 5 percent biodiesel fuel. That percentage will be
increased in coming years. The show also has secured energy from solar
and wind generation from a local utility for its soundstages.
But News Corp. has a more ambitious goal than simply reducing its own
carbon emissions.
"We knew from the beginning that if our goal is to make as many carbon
reductions in the world as possible, probably the best way we can do
that is through our audiences," said Rachel Webber, director of energy
initiatives for News Corp.
The company concluded that worldwide, it produced the equivalent of
641,150 tons of carbon dioxide. But a rough estimate revealed that the
people who read its newspapers, watch its TV shows and browse its Web
sites use about 7 billion tons.
"That's the greatest potential to reduce carbon, but we have to get
our own house in order first," Webber said.
To reach the wider audience, Webber and a climate expert from Harvard
University met with show writers and executive producers earlier this
year to brainstorm on ways to integrate environmental messages into
show plots.
But Webber said Fox is not forcing "tacked on" messages into its
shows, but rather offering resources should writers choose to address
the issue.
"We can't use this in a way that doesn't fit into the show," Webber
said. "It can't be Jack Bauer driving in a car he otherwise wouldn't
drive in."
Ultimately, any steps Hollywood takes, big or small, to reduce
emissions are positive, Begley said. "There are different shades of
green."

Today, it is up to all Mexicans to act with true patriotism, to make better use of our resources for the benefit of all Mexicans.
Mexico requires lofty goals and a vision of the future.
First of all, I would like to make it quite clear that petroleum is and will continue to belong exclusively to Mexicans. PEMEX will not be privatized. Petroleum is an emblem of national sovereignty and has been vital to the development of Mexico.
The initiative does not seek to privatize but rather to strengthen Petróleos Mexicanos.
Mexico is losing ground vis-à-vis international competition. PEMEX has dropped to 11th position after being one of the world's leading oil companies.
The causes are not only financial but mainly technological and operative. As a result, the country’s oil reserves are declining.
At current production rates, we have proven reserves for just over nine years of production. Production has fallen and we now extract 300,000 fewer barrels than 3 years ago.
This means that we have stopped receiving approximately $100 billion pesos annually, with which we could have quadrupled the Oportunidades Program budget, which supports the country’s poorest families.
Despite being an oil-rich country, four out of every ten liters of the gasoline we use in our cars comes from other countries, since PEMEX lacks the necessary capacity to refine petroleum.
The good news is that it is possible to increase the capacity to find new oil reserves, that it is possible to boost Petróleos Mexicanos’ production capacity for the country's benefit.
Fortunately, we have the capacity and the potential to adjust our course. We have workers who have provided proof of their capacity, responsibility and patriotism.
We have major inland seams and near the coasts but it is estimated that over half our potential reserves are in the deep waters of the Gulf of Mexico. We should take advantage of that wealth.
That is why the aim of the reform is for Mexico to have oil, not only for the next few years, but for future generations of Mexicans and for oil wealth to produce more well-being for all.
The initiative I sent Congress seeks to strengthen PEMEX by guaranteeing its status as a public firm at all times and guaranteeing Mexicans' exclusive ownership of oil and the company's control of exploration, drilling, exploitation and petrochemicals.
The initiative does not seek to modify the Constitution. It will guarantee that the company continues to belong to all Mexicans.
The principles proposed for reinforcing Petróleos Mexicanos are as follows:
First. I propose to give Petróleos Mexicanos the financial and managerial autonomy it requires to cope with new challenges as well as possible.
In particular, we wish to give PEMEX greater freedom as regards the handling of its budget and debt, so that it can re-invest any surplus in improving the firm. This will enable more resources to be allocated to new petroleum and gas exploration and production projects.
Second, and in conjunction with the above, the aim is to create a new administrative structure for Petróleos Mexicanos and give the firm greater powers of decision, administration and hiring so that it can have access to state-of-the-art technology and increase its capacity to implement projects.
In particular, the aim is to establish a special system for hiring, acquisitions and public works that is different from the rest of the government, which would allow the firm to be much more efficient.
Third. In order not to have to import gasoline, diesel and other products from abroad, as we do now, in other words, in order to reduce our dependence on foreign countries for refined petroleum products and to reinforce our energy sovereignty, the aim is to allow PEMEX to contract firms specializing in the construction and running of new refineries for Petróleos Mexicanos.
This will permit the creation of far more jobs, trigger regional development in places where new refineries are built, produce cleaner, environmentally friendly gasoline that will protect our families' health and totally eliminate Imports, in addition to reinforcing the national petrochemical industry.
This will enable much cheaper fertilizer to be produced in the country for people in the countryside.
I should point out that during this process, PEMEX will continue to own the country's oil and all the by-products obtained from it.

Petro-Canada to Sponsor Project Homeless Connect for 2009

CALGARY, ALBERTA, Feb 5, 2009 (Marketwire via COMTEX) -- Hundreds of homeless or near-homeless Calgarians will receive needed support through Project Homeless Connect (PHC) in 2009 due to the financial and in-kind support of Petro-Canada.
"Petro-Canada is pleased to be able to help Project Homeless Connect," said Ron Brenneman, Petro-Canada's president and chief executive officer. "This is a practical and immediate way to help the growing number of homeless in Calgary."
PHC is a one-day event, to be held four times in 2009, where homeless or near-homeless individuals and families are provided with many services in one location. On-site access to materials and services include: medical treatment, counseling, housing, new identification documents, income support, employment and education opportunities. In addition, hair-cuts, meals, clothing and comfort kits containing personal items are provided.

'Energy has enormous implications for our economy, our environment and our national security," President Bush said in proposing the plan. "We cannot let another year go by without addressing these issues together in a comprehensive and balanced package."
That was in June 2001 — more than seven years ago.
His words came just after he first proposed a comprehensive energy bill that included 105 separate steps the U.S. could take to boost its energy supplies. It was something he promised repeatedly while campaigning for the presidency in 2000. He kept his promise. His first plan included, among many other things:
• New drilling for more oil and gas and new refineries.
• Building of nuclear power plants.
• Revamping the U.S. electricity grid.
• $10 billion in tax breaks to help push energy efficiency and alternative energy.
The fact is, these are remarkably similar to the plans that economists, oil experts and energy wonks say need to be put in place today in order to end our oil crisis.
Yet, those proposals went nowhere — not approved in 2001, not in 2002, not in 2003, not ever. Bush tried repeatedly to get something through Congress. He pleaded. He tried to cut deals with Democrats. It didn't work.
A New York Times headline from August 20, 2003, sums it up: "Ambitious Bush Plan Is Undone by Energy Politics."
That's an understatement. Instead, Democrats ridiculed Vice President Cheney for meeting with oil industry representatives to craft U.S. energy policy — and for insisting on finding more oil.
They had no plan themselves, mind you — apart from massively expensive global warming initiatives that would force Americans to lower their standard of living to Third World levels by spending as much as $800 billion a year to cool Earth.
Yet, if Bush's plan had been put in place in 2001, we'd have replaced millions of barrels of oil, billions of tons of coal and untold trillions of acre feet of natural gas with clean, safe nuclear power.
We'd be pumping millions of barrels more of oil, creating thousands of American jobs, cutting prices and saving literally hundreds of billions of dollars every year —money that today goes to line the pockets of the Saudi royal family, Venezuelan petrotyrant Hugo Chavez, Libyan leader-for-life Muammar Qadhafi and Vladimir Putin's Russia.
When the Democrats took control of Congress in 2007, and oil was $50 a barrel and corn $2 a bushel, House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid promised an energy plan. We're still waiting for it. Today, crude oil is $134 and corn is $6.50.
It's pretty clear who's to blame: Congress. In fact, House and Senate Democrats have obstructed any progress in America's fight to regain some semblance of energy independence.
"Now is the time for Congress to move and get something done," President Bush said all the way back in August 2003. He's still waiting, and so are we.
Bush's original energy plan, derided by the Democrats and so-called progressives as a wet-kiss to Big Oil, was in fact a visionary plan. At the time, Reid joked that GOP now stood for "Gas, Oil and Plutonium." Funny, we don't hear anyone laughing now.
Such puerile shenanigans, as we've said before, endanger our security and weaken our standard of living.
Angry? You should be. Call your political representatives and tell them you want more energy, not less. If they won't do it, tell them you'll vote for someone who will.

LOS ANGELES - From "green carpets" at awards shows to organic fruit
served to actors on sets, Hollywood is going all out to promote itself
as being environmentally hip.
But is it all just show?
No amount of public service announcements or celebrities driving
hybrid cars can mask the fact that movie and TV production is a gritty
industrial operation, consuming enormous amounts of power to feed
bright lights, run sophisticated cameras, and feed a cast of
thousands.
Studios' back lots host cavernous soundstages that must be air-
conditioned to counter the heat produced by decades-old lighting
technology. Huge manufacturing facilities consume wood, steel, paint
and plastic to build sets that are often torn down and tossed out
after filming ends.
The energy guzzling continues on the exhibition side, too, with
multiplexes drawing millions of kilowatts to power old-school popcorn
makers and clunky film projectors that cash-strapped theater owners
are reluctant to replace.
A two-year study released last year by the University of California at
Los Angeles concluded that special effects explosions, idling vehicles
and diesel generators make the entertainment industry a major Southern
California polluter, second only to the oil industry.
Still, financial and public pressures have resulted in many studios
expanding their environmental efforts, doing everything from using a
biodiesel fuel mixture to run the generators on the set of the Fox
show "24" to converting Warner Bros.' enormous set-building facility
to solar energy.
"Public consciousness on this issue has changed dramatically," said
Kyle Tanger, a principal at Clear Carbon Consulting. "The talent
themselves are requesting it from some of the studios. And a lot of
these things make economic sense."
Economic benefit can come to studios directly, by switching to more
efficient lighting or cooling systems or driving hybrid cars on
location, which can save gas. Other projects, such as installing solar
power, can take decades to pay off.
But there are other benefits that are harder to quantify. Besides the
public relations angle, many performers and other employees want to
work with eco-friendly companies, so it also helps in recruiting and
retaining employees, Tanger said.
Form and function merged at this year's Primetime Emmy Awards show.
To symbolize its commitment to energy conservation, Fox had wanted to
replace the traditional red carpet with a green one.
The tradition-bound Academy of Television Arts and Sciences, which
gives the awards, politely said "no."
But the carpet that ended up cushioning the heels of such stars as
Sally Field and America Ferrera was made from recycled plastic bottles
and later cut into pieces and donated to several local schools.
"No doubt some efforts have been window dressing. But I actually think
Hollywood is doing far more than people are giving it credit for,"
said Terry Tamminen, who served as an adviser to Gov. Arnold
Schwarzenegger before starting his own environmental consulting
company.
One convenient yet controversial method is the purchase of carbon
credits by studios and producers to offset the greenhouse gases from
their production activity. The credits attempt to counter such
pollution by investing in environmentally friendly projects such as
planting trees or funding wind power.
Studios and a growing number of other industries calculate their
emissions, then write a check to one of several brokers who funnel the
money to projects around the world. The goal is to become carbon
neutral by funding activities that reduce an equal amount of
emissions.
The 2004 Fox film "The Day After Tomorrow" and last year's Al Gore
documentary "An Inconvenient Truth" offset all or some of their
pollution. This year's "Evan Almighty," from Universal, donated money
to the Conservation Fund to plant 2,000 trees, enough to "zero out"
the greenhouse gases produced.
But the practice has come under fire by some who say it is an easy way
to avoid the hard work of directly reducing pollution. Others question
whether carbon credit payments are actually going to projects that
make that much of a difference.
"If you're going to drive around in a big ol' Hummer and then buy
carbon offsets to mitigate that, that's like getting drunk on the
weekends and throwing some money through the window of an AA meeting
and thinking you're doing something," said Ed Begley Jr., who was a
poster child for energy conservation long before Al Gore made it
trendy.
The Federal Trade Commission, meanwhile, has begun examining claims
made by the nascent multimillion-dollar carbon credit industry.
Warner Bros., which bought carbon credits for the 2005 film "Syriana,"
has also become more aggressive at reducing emissions during all
phases of production.
In addition to solar-powered set-building, the studio is recycling
sets, using recycled plastic lumber in the construction of some
buildings, and printing double-sided scripts where feasible.
Pieces built for the 2001 film "Ocean's 11" now sit in the Santa
Monica offices of the National Resources Defense Council. Sets from
this year's sequel "Ocean's 13" were donated to decorate the halls of
local community colleges.
"You have to start by measuring your own footprint, then reducing it,
whether through using alternative fuels, reducing electrical loads or
combining trips," said Shelley Billick, vice president of
environmental initiatives at Warner Bros. Entertainment. "It's too
easy to write a check, pay thousands of dollars and say, 'I'm climate
neutral.'"
Last year, Fox parent News Corp. set a goal of being carbon neutral by
2010.
To further that goal, Fox Broadcasting chose its popular "24" series
as a case study and to serve as a model for other television
productions.
Diesel generators that power the show's lighting were switched to a
mixture that uses 5 percent biodiesel fuel. That percentage will be
increased in coming years. The show also has secured energy from solar
and wind generation from a local utility for its soundstages.
But News Corp. has a more ambitious goal than simply reducing its own
carbon emissions.
"We knew from the beginning that if our goal is to make as many carbon
reductions in the world as possible, probably the best way we can do
that is through our audiences," said Rachel Webber, director of energy
initiatives for News Corp.
The company concluded that worldwide, it produced the equivalent of
641,150 tons of carbon dioxide. But a rough estimate revealed that the

our own house in order first," Webber said.
To reach the wider audience, Webber and a climate expert from Harvard
University met with show writers and executive producers earlier this
year to brainstorm on ways to integrate environmental messages into
show plots.
But Webber said Fox is not forcing "tacked on" messages into its
shows, but rather offering resources should writers choose to address
the issue.
"We can't use this in a way that doesn't fit into the show," Webber
said. "It can't be Jack Bauer driving in a car he otherwise wouldn't
drive in."
Ultimately, any steps Hollywood takes, big or small, to reduce
emissions are positive, Begley said. "There are different shades of
green."
